Home used for shelter

I have a home in Ohio that I would like to use to provide shelter of some kind.  I  am not sure how to go about getting governent funding to set this home up as a refuge for people in need as some kind of temporary housing facility.  Please provide me with any information you may have.

I am an advocate for woman and children who are victims of domestic violence.  I would like to provide temporary housing for these victims.  I too have grown up in a violent household and understand first hand the affects that it has.
